Once again the CBC for the third quarter of 2010 is filled with changes. Change is inevitable, but compliance officers are still feeling tremendous pressure to adapt to a fast changing regulatory environment. The CBC program remains committed to keeping bankers aware and prepared. Privacy and Risk-Based Pricing Disclosures (two of the subjects of the next CBC) have changes that will begin January 1, 2011. The BSA Exam Manual changes are already in place.
The Privacy changes include a new privacy notice that will be required beginning January 1, 2011 to maintain a “safe harbor.” Those of you who have tried to decipher the instructions have discovered, that what seems to be a simple process, is not really all that simple.
In addition, we will be covering the final section of the FACT Act which is effective on January 1, 2011. This new regulation has numerous features that will require executive decisions within the bank well in advance of year end 2010.
The federal regulators published the long awaited revised BSA examination manual on April 29, 2010, filled with changes. The focus of our presentation will be solely on these changes and how the changes may impact your operations.
This seminar will cover all of these issues in detail, to assure that your bank is ready for what likely will be a difficult time with many transitions.
CBC PROGRAM
The next Community Bankers for Compliance (CBC) meeting will discuss all aspects of Privacy, with a focus on the upcoming January 1, 2011 changes.
We will also discuss the Risk-Based Pricing Disclosure that is required by the FACT Act of 2003. This also is effective January 1, 2011.
Thirdly, we will discuss the changes that are a part of the April 29, 2010 BSA Examination Manual.
The focus of this seminar will be on the practical applications for banks. It will be designed to aid you and your bank in the proper application of these regulations, and to help assure that your bank has done everything possible to avoid violations within your institution.
As always, our day will begin with the Regulatory Update which will discuss recent regulatory changes or pronouncements which will have an impact on the bank’s overall compliance program. The subject matter for this update will be guided by the changes that have occurred up to the time of the presentation.

THE MANUAL
The manual will include a complete review of the requirements for Privacy in our full narrative format. We will also use a full narrative format for the complete discussion of the Risk Based Pricing Disclosure.
The manual section for the BSA Exam Manual will focus on the changes, and use a style that will allow the student to grasp the new requirements quickly.

Bill Elliott, Senior Consultant and Manager of Compliance
With over 30 years of banking experience, Bill Elliott leads the compliance department at Young & Associates, Inc. where he conducts compliance reviews, leads compliance seminars, conducts in-house training, and writes compliance articles and training materials. During his career as a banker, Bill spent 15 years as a compliance officer in a large community bank. He has also been a lender for consumer, commercial, and mortgage loans, and has managed a variety of bank departments including loan review,
consumer / commercial loan processing, mortgage loan processing, loan and credit administration, collections, and commercial loan workout.

Within three or more business days prior to the day of an educational program, no cancellation charge will be assessed. Within two days prior, 50% of the fee is assessed.
